The device using WM 6.1 and Pocket IE 6 should pack 128 MB RAM and a 400 Mhz+ CPU and also its manufacturer should enable the support for this browser. You won’t be able to simply download a .cab file and install IE Mobile as an average app. OR, you can go with Fennec (Firefox Mobile) or Skyfire.
